The Supreme Court has upheld the individual mandate as constitution (as a tax.)
It has also however stated that states will not be penalized for not implementing the increased Medicaid portions of the bill. Will states simply choose not to cover the new cost of Medicaid expansion? How will the federal government respond?
The way I understand it, in theory, the middle class could be required to purchased health insurance under the law and qualify for government insurance through Medicaid under the same law yet not receive the coverage because the state declines to pay the additional cost.
Does anyone know how that is going to work?
