It is interesting that Republicans are most often in favor of term limits. This seems to go against the "free market" approach.  Those against term limits would argue that if the people are unhappy with the leadership that is in place they have the ability to change that leadership with their votes.

They might also argue that experience is an important element of effective governance. Multi-term elected officials would obviously have more experience which would be negated by limiting the number of terms that can be served.

The pro of term limits are that representatives don't have to spend a lot of time trying to get money for the next election  That is the only pro I can think of.
The cons of term limits are many.
1. Term limits are anti-democracy. Voters who want to reward their representative by continuing his or her job are prohibited from doing so.  Big government is telling you who you are allowed to vote for.
2. Term limits guarantee that no one will have experience. In most professions, experience is a good thing.
3. With Citizen's United, the new people running will be unknown, and the person given the most money from the Koch brothers, Soros, or any billionaire will prevail, because that person will be given the most air time and have the most billboards, etc.
4. There will be no motive for the representative to truly represent his/her constituents because  it doesn't really matter. Which means the incentive for representatives to be corrupt or negligent increases.
